ADTRAN OS Handler Transition to Modernized sshlib

Summary

There are some OS Handlers that were not included in the transition to our modernized ssh library. Over the coming quarters these OS Handlers will be updated to move from either the compatibility wrapper or legacy ssh library previously used to the latest ssh library for consistency and supportability. The ADTRAN OS handler is the latest update in this ongoing effort. 

Change

This change ports the ADTRAN Operating System handler from the legacy ssh library to our modernized ssh library.

Impact

Customers should expect no changes to the way their ADTRAN scan configuration or scan output is presented. This is an internal administrative update to increase consistency and supportability.
